Signaling and facilities when approving a new construction site?
When commencing construction activity in Bulgaria, according to the current legislation, the investor is obliged to ensure not only the safety of the workers but also that of road users around the site. This includes the mandatory placement of road signs, signage and equipment that will warn, restrict and guide traffic. In this article, we look at which road products are mandatory when approving and starting a new construction site in an urban or rural environment.
1. Signage and equipment – the foundation of safety
Temporary road signs are the first element required as early as the design stage. They indicate to drivers what restrictions and changes have been introduced due to the construction activity with the necessary signage and equipment for road safety.
🔸 Examples:
-
“Road works”
-
“Speed limit”
-
“Overtaking prohibited”
-
“Detour route”
✅ Requirement: Signage and equipment must be certified, with reflective sheeting class RA1 or RA2 and placed at the correct distance according to Regulation No. 18 of the MRDPW.
2. Anti-parking devices – access control
In order to restrict unauthorised stopping around the construction site, the placement of signage and equipment is often required to define the safety boundaries of the construction site:
🔹 Anti-parking bollards
🔹 Metal frames and barriers
🔹 Chain barriers
🛠 They not only protect the area from improperly parked vehicles but also ensure clear demarcation of the boundaries of the work zone. They protect both the workers on the construction site and pedestrians and vehicles from accidents.
3. Road cones and signal lights – traffic guidance
Cones are an indispensable tool for temporary marking of hazardous sections. They are used in combination with light signalling, especially at night or in conditions of reduced visibility: rain, fog and snow.
⚠️ Requirement:
-
Cones must be stable, heavy, with high visibility
-
Lights – flashing, in yellow or red colour, with minimum IP54 protection
4. Metal or plastic crash barriers – protecting road users
In certain sections – around excavations, edges or areas with heavy machinery – road crash barriers are required to absorb impact in the event of a collision.
🔧 Crash barriers must be:
-
Tested to EN 1317
-
Securely fixed to the ground or concrete foundations
-
Capable of quick installation and removal
5. Markings and information signs – clarity and orientation
On larger construction sites, especially in urban environments where traffic is heavy, temporary road markings are also required:
-
Yellow line marking a new lane
-
Inscriptions on the asphalt (e.g., “CONSTRUCTION SITE”)
💡 An information sign with the following is also mandatory:
-
Name of the contracting company
-
Completion deadline
-
Contact number in case of an incident
6. Documentation and approval from institutions
Before placing any equipment, for the placement of warning signs to be lawful, approval is required from:
-
Municipal administration (in the case of a municipal road)
-
RIA – for the republican road network
-
Traffic Police, when changing the traffic organisation
📋 The investor must submit:
-
A project for temporary traffic organisation
-
Technical specifications of the products used
-
Photographic material after installation
